Paving on Old Creek-Bottom Ground

Asphalt paving in Pacheco happens on some of the flattest, lowest ground in central Contra Costa. Laid out in 1857, Pacheco was the county's commercial center and a grain shipping port until about 1873, when Walnut Creek, then called Pacheco Creek, was deep enough for ocean shipping. Fires, floods and an earthquake in the 1860s destroyed the town and silted up the slough. Flat, silty ground drains slowly, so driveways and lots here need careful grading to avoid standing water.

Getting water off flat pavement

On level lots, even a small dip holds water. We set grades with instruments, not by eye, so the surface falls toward the street or a drain, and we check that the new pavement does not push water onto a neighbor's property.

A community of owners

Pacheco had 1,655 housing units in 2020, and 78.3 percent of occupied homes were owner-occupied, a high share for the area. Owners who plan to stay tend to invest in proper base work, and that is where we recommend the money go.

County rules

Pacheco is an unincorporated census-designated place. In 2012, residents of North Pacheco rejected annexation to Martinez by a vote of 40 to 39, so that area stays under County jurisdiction. Work in the road right-of-way requires a Contra Costa County encroachment permit.

Homes, businesses and mobile traffic

Pacheco sits beside Interstate 680 and Highway 4, between Martinez and Concord, and its small business district carries a mix of customer and service traffic. Many lots are small and flat, with limited room to send stormwater anywhere. On those lots we set grades carefully, add drains where needed, and keep the surface sealed so water does not soak into the silty soils below. Residential driveways in Pacheco are usually standard single- or two-car drives on level ground; the main issues we see are low spots that pond water and old patches that have settled. Pacheco's population grew from 3,685 in 2010 to 4,183 in 2020, so newer infill homes also need driveways built from scratch.
