Asphalt paving in Bay Point follows County rules rather than city rules. Bay Point is an unincorporated census-designated place; it was called West Pittsburg until residents voted for the new name in 1993. For driveway work on private property that makes little difference, but anything in the road right-of-way goes through Contra Costa County Public Works, which requires an encroachment permit for any work in County road or flood control right-of-way.
